It's a great starting place, really good learning from existing standards. Some feedback is there are a lot of “should’s” and from experience it is good to be definite as possible to ensure those standards are met. With point 7 that’s an unusual one, it could be expanded to say the service needs an empowered service owner and team? With point 9 it’d be good to mention about operating services that are reliable and that can be accessed by users when they need it possibly.
